The Arbiter of Ash is the Pinnacle Boss of the Campaign in Path of Exile 2, defeating him grant Atlas Breach points. This guide will go over his attacks and abilities.

In Path of Exile 2, certain attacks must be dodged, indicated by the boss flashing red and an accompanying sound cue. These attacks and abilities are highlighted in bold with the text (Requires Dodge) throughout this guide.

Abilities

Zone: Burning Monolith Collect the 3 Crisis Fragments, Ancient, Faded and Weathered from the citadel bosses, and use them on the door.

Damage Type: Physical and Fire.

The Arbiter of Ash is a two-phase fight, and his attacks below are separated into each phase.

Phase 1

  • throws slow moving fire projectiles at the player.
  • Special Ability: Fire Beam
    • The Arbiter hovers his claw scepter in front of him and fire a beam of fire from it.
  • Special Attack: Bullet Hell Orbs
    • The Arbiter shots two fire orb that travel in a line. These orbs shoot small fire projectiles all over the arena.
  • Special Ability: Flame Seed
    • Arbiter throws a seed in to the air that slowly falls down within the marked circle. The seed explodes, dealing damage everywhere but in the circle. Note: The Arbiter will continue to use his other abilities while this happens.
  • Special Ability: Cascading Flame Seeds
    • The Arbiter dashes around the arena, throwing Flame Seeds in the air between each dash, which will explode in quick succession. Note: Be quick to move between the safe circles after each explosion. Good movement is key to this ability. The Arbiter will continue to use his other abilities while this happens.
  • Special Ability: Hallways
    • The Arbiter teleports into the air and starts casting arena-wide flame blasts, alternating a small gap between them. Note: This is one of the hardest part of the fight for new players. You have to spot the gap quickly and move to it, or you will die. Look for the slightly bluish tint to the 2 flame blasts and move quickly.

At 55%, The Arbiter picks up his weapon from the middle of the arena, starting Phase 2 of the fight.
Try not to push him to Phase 2 while dealing with Flame Seeds.

Phase 2

  • Slashes at the player with his sword.
  • Special attack: Combo Attack
    • The Arbiter will press forward swinging his sword aggressively, either as a Two or Three combo of attacks.
  • Special Ability: Fire and Ice
    • Two orbs will spawn in the arena, one black orb and one white orb, stepping on them will cover all the ground in the arena with either burning ground (black orb) or chilling ground (white orb). Use the other orb to nullify the ground effect of the first.
    • The Arbiter will sometimes stab one of the orbs empowering his weapon with it and activating the ground effect at the same time, be ready to run to the other and activate it.
  • Special Ability: Sword Beam
    • The Arbiter will spin his sword in your direction before firing a beam of fire in a line. Note: This is very easy to dodge. Just walk out of the line before he fires the beam.
  • Special Ability: Pulsing Orb
    • The Arbiter creates an orb that shoots a ring of fire projectiles that travel outwards. If they hit a minion or player, they will explode, causing all other projectiles in that ring to explode as well. Note: Be careful, this ability can be very annoying while dealing with The Arbiter’s other abilities
  • Special Ability: Diving Slam
    • The Arbiter takes flight and dives through the middle of the arena slicing a line of fire through it, before doing a diving slam at the player. He jumps up and throws his sword down slamming the ground in a large area.
  • Special Ability: Bating Flame Seeds
    • The Arbiter sends up two Flame Seeds that will land right in front of him, baiting the player to run to the circle. He starts by using his Sword Beam on the first Flame Seed and then performs a Ground Sunder right after the second Flame Seed explodes. Note: This is the hardest ability to deal with in Phase 2 as the window between him finishing the Sword Beam and the first Flame Seed exploding is small. Getting hit by either ability is likely to kill most players. Stay close to the circle and wait for him to thrust his sword forward to move in to the circle. The second Flame Seed and Ground Sunder is easier to avoid as the sunder line is not that big, so standing at either sides of the circle should mean you do not get hit by the line.

Scaling

The “Arbiter Difficulty” nodes on the Atlas Tree make The Arbiter of Ash more challenging and is needed to get more Atlas points. He gains more health with each difficulty level.
