Syndicate members will not spawn

  1. I realise this might not matter with the new syndicate changes coming in, but for the sake of completeness, my current syndicate board has stopped all syndicates from spawning in maps or areas.


    I'm assuming this is because Fort and Transport is blocked and there are no free non-leader members of Research and Intervention.

    I ran multiple Harbour Bridges and Atoll maps with no spawns.

    After running the Fortification Safehouse, the next Harbour Bridge started spawning a Fortification instance. Not exactly ideal though, and it took me a while to figure out why it was happening.

    This is what's happening.

    For a Syndicate Encounter to spawn, it needs to meet a few conditions:
    - The Job is not at 100 Intelligence
    - The Job has atleast 1 Target free (job-less, Leaders and imprisoned Targets don't count)
